The list is in no particular order except for the first one.

Shashi Tharoor
An international diplomat turned politician, he is an excellent orator.  He got his PhD from the Fletcher School of Law and Diplomacy, at an age of 22, the youngest in the history of the institute. An author of nearly 20 books, his latest one is about English words.

Omar Abdullah
Omar Abudalla was born in Rochford, Essex. His grandfather, father and himself were chief ministers of Jammu and Kashmir.  His mother is English. He is a graduate in commerce.  

Jyotiraditya Scindia
A member of the Gwalior royal family. He was educated at Campion School, Mumbai and at The Doon School, Dehradun.  He studied at St. Stephen's College, Delhi, Harvard College, and he received a Master of Business Administration from the Stanford Graduate School of Business.

Sachin Pilot
Son of late Rajesh Pilot. He studied at Air Force Bal Bharati School, New Delhi, St. Stephens College Delhi, I.M.T. Ghaziabad and he has an MBA from the Wharton School of the University of Pennsylvania, Philadelphia, USA.  He worked at BBC and GM before joining politics.

P Chidambaram
He studied at Madras Christian College Higher Secondary School, Loyola College, Chennai, Presidency College, Chennai, Madras Law College and he has an MBA from Harvard Business School.

Mani Shankar Aiyar
He attended Welham Boys' School, The Doon School, St. Stephen's College, Delhi, Trinity Hall, Cambridge.  His brother Swaminathan Aiyar is a well known journalist whose columns in dailies are  also worth reading with language in view.

Dr.Subramanian Swamy
He attended Hindu College, University of Delhi, Indian Statistical Institute, Kolkata, Massachusetts Institute of Technology and Harvard University on a full Rockefeller scholarship.  He has a PhD in Economics. He worked at the United Nations Secretariat in New York City as an Assistant Economics Affairs Officer and subsequently worked as a resident tutor at Lowell House at Harvard University. He was also a professor of Mathematical Economics at IIT, Delhi.

Jay Panda
He completed a Dual Degree Course in Engineering and Management in Communications from Michigan Technological University, U.S.A.

Mahua Moitra
Moitra worked as an investment banker for JPMorgan Chase in New York City and London before joining politics.

K. T. Rama Rao
This Telengana politician holds two Post-Graduate degrees—MSc in Bio-Technology from University of Pune and MBA in Marketing and E-Commerce from City University of New York. He also worked as an IT professional. He is the son of K. Chandrashekhar Rao. 

Abhishek Manu Singhvi
He was educated at St. Stephen's College, Trinity College, Cambridge and Harvard University. Singhvi completed his PhD under constitutional lawyer Sir William Wade of Cambridge University.

Sitaram Yechury
He studied at All Saints High School, Hyderabad, Presidents Estate School, New Delhi, St. Stephen's College, Delhi, and  Jawaharlal Nehru University.  He had the All-India first rank in the CBSE Higher Secondary Examination.

This list is purely based on the mastery of their English language and communicative skills.  We have not looked for Received Pronunciation or American Accent.
